Models of the enterprise’s What and How will differ in purpose and form yet one will complement the other. That's because, in the real world, there exists but two intrinsic and complementary views of every enterprise.
By one view, the What view, every enterprise is made up of things related by elemental process constraints between the things, so define enterprise structure.
By the complementary view, the How view, every enterprise is made up of processes constrained interdependently by the things the processes consume, produce, use, and are governed by, so define enterprise behavior.
Hence each view is of the integrated enterprise, within which no one thing or process exists in isolation or as a "silo." Every thing and process is, in some way, interdependent with every other thing and process.
